I have just found this book and I was wondering, if perhaps someone could til me, if it was worth buying. And perhaps the high and low points of the book if possible.

I have Relics & Rituals, the first one and liked it. I would slip something from the book into my D&D campaign here and there to bring something new and not seen before to my players.
They have all played a long while so stuff from the DMG was ho-hum. The Magic Item Compendium helped for a while to bring some unknown elements to the game, but pulling something from a non-wotc book usually resulted in them not knowing about it so it had some wonder to the item.
Unfortunately, I can't tell you anything about II. If it's as good as I, I would recommend it.
