FR's version are in the Cormanthyr sourcebook.

For some of us, books are as important as almost anything else on earth. What a miracle it is that out of these small, flat, rigid squares of paper unfolds world after world, worlds that sing to you, comfort and quiet and excite you... Books are full of the things that you don't get in real life - wonderful, lyrical language, for instance, right off the bat. - Anne Lamott, Bird by Bird

I always tthought they had the +1 dex -1 con during that era of play....

why is being a wizard like being a drow? both are likely to find a dagger in the back from a rival or one looking to further his own goals, fame and power

The generic Complete Book of Elves 2e splatbook listed differing modifiers for each subrace. Elves of Evermeet (FOR5) lists modifiers for all of them but Drow (for obvious reasons), but you can get those in Drow of the Underdark (FOR2). IIRC EoE basically used the same numbers from CBoE and gave you the option to use the standard 2e modifiers or the FR-specific ones for all the subraces but Sea Elves, who had to take the FR ones.
