Certainly. What does the name of the pass suggest to you?
Yep. Dragon lair. Of an active, hungry dragon that loves to sport with - - and then devour - - those trying to get through the pass. Adventurers who can hurl spells included (they offer superior entertainment, to quell the endless ennui).
No wonder alternative routes are favored. 
Think ancient red dragon with lots of magic items AND captive monsters, who knows how to use them, and takes delight in hunting and slaying...
