Easilly available, NO.
Most smaller towns and villages won't have any. Most major cities in the Heartlands have clock-makers, although they are expensive and still considered an art-form, so only the wealthy and governmental agencies usually invest in such devices.
Smaller timepieces are usually created by Gnomes, and the large, clock-tower-type pieces by Dwarves, but that is not always the case, and plenty of humans - as well as Elves and Halflings I would imagine - also dabble in the mechanical arts.
Clocks are also available for purchase in the 'Gift Shops' of Gondish temples... NO, I'm not kidding. |

Likewise, the city of Neverwinter on the Sword Coast North has a reputation for clockmaking, both water-powered and mechanical. Volo notes that the phrase "by the clocks of Neverwinter" is popular adage for affirming honesty or perfectionism. |
