According to all official sources, the Tree-Gem given to Damara from Bahamut is supposed to keep Orcus and his demons out of Damara.

This was never given a detailed game mechanic so what has everyone else come up with? I am personally thinking it works like a mythal, blocking all tanar'ri and chaotic evil outsiders?

I guess the question is can demons be summoned into Damara from within? Is it only demons serving Orcus or any demon?

Bahamut - the artifact called the Tree-Gem that was created from the destruction of the Wand of Orcus – once planted at Gareth’s coronation, it grew into a beautiful white tree which forever banishes Orcus and other abyssal creatures from the Bloodstone Lands as long as the country and its rulers align with the cause of good (FR9 p6,37) (H4 p81,82) (DoF p9) (RotP p25-26)

with 4e changes, the Tree-Gem is no longer viable as Vaasa and Damara ruled by evil

if like most you still hold to 3.5e Bloodstone Lands timeline, then your questions have merit:

i have always said it simply doesnt allow their existence in those lands ... and it includes all demons

the only contradiction is from demoncysts listed in CoR i think, but perhaps they were emptied

another source mentions orcus followers having to move their cult to Impiltur (safe to assume it is due to the tree-gem)

4. ‘Revenge of the Demon-Prince’ (H4 p82)
a. Although banished from the Bloodstone Lands, using his evil magic to bring neighboring princes under his sway, Orcus might stir up war against Bloodstone, or recruit assassins and agents to wreak havoc inside the kingdom. (H4 p82)
b. Should the heroes venture outside their borders for any reason, such as to lead their armies in battle, powerful demons are likely to attack. (H4 p82)
c. Orcus cell located in Impiltur town just outside of Damaran border (Dragon #346 p67)

I'm running a Damara/Impiltur game now, and I just don't allow any Chaotic Evil outsiders, Tanar'ri, or other Abyssal creatures into Damara. As a workaround, the Cult of Orcus (HQ in Vaasa) has a number of death knights and other powerful undead to do its bidding in Damara.

true, the Cult of Orcus could still function in the Bloodstone Lands, just would be unable to do any summoning

So no chaotic evil outsiders within Damara at all, hedged out, can't be summoned, no save, as long as the Tree-Gem stands. (good thing I used devils in my last game taking place in Damara LOL)

Makes sense. I am surprised after all these years the designers never clearly stated this and the mechanics for it. I don't even believe the 3E writeup mentioned it at all.

Dragons of Faerun was a 3e source and it was in there (if my copy/pasted outline is correct)

it is a 1e/2e implementation of a blessing which as far as i know was pre-'outsider' terminology in DnD/FR

i tend to be more of a traditionalist and just say "demon' and 'devil' so not really familiar with 'outsider' so i don't know if there are other CE outsiders besides Demons but if so, i'd allow them in my game because all of the canon info says 'demons'

the only contradiction i could find was the Demoncysts and what to do with them

Since 3E's conception I've been running a Damara campaign and I missed that bit of lore. Whoops! Since I am not switching to 4E I will just let it remain, Thank you all.
