Just curious if I had a massive brain fart and am missing something entirely obvious.
Tome of Battle: Book of Nine Swords seems like it MIGHT have been a follow-up to Complete Warrior, but it was more what I view as a sort of current edition preview of the next edition (much like the Player's Options books like Skills & Powers of 2nd edition hinted towards how 3e would function).

Nope, that was the extent of the Complete series for 3.5E. Though the Tome of Battle does a good job of complementing the Complete Warrior if I must say so. Yea, it does have alot of similarity to 4E but the powers in that book still don't compare to the sor/wiz or cleric spells of the same level (and rightly so).
No, you're correct in your judgment for the Complete books. Though, Complete Warrior is essentially a Greyhawk book with the serial numbers filed off, as all the religious organizations and deities are very much from Oerth.
One usually has far more to fear from the soft-spoken wizard with a blade and well-worn boots than from the boisterous one in the ivory tower. My Tabletop Writing CV.
Which kinda expanded on some of the stuff from the Expanded Psionics Handbook. Both of which, I consider to be among some of the better 3e supplements published.
