I was reading over the spells Fox's Cunning and Eagle's Splendor which are needed to make the headbands and cloaks mentioned. My question is, do the items work like the spell in regards to you don't get extra spells for them? I know you get the bonus to skills and save DCs, but what about the bonus spell slots? Thanks!

You do get the bonus spells. You are not supposed to get bonus skill points 3.5 however.

Yes, you do get the bonus to your skill check.
