During the course of researching my question on darkvision and low-light vision, I ran across the reference to wizard fire in the section on lighting in Underdark, but couldn't find any other references to it. ("WotC, meet 'Index.' Index, meet WotC; you are their favored enemy, apparently.")
Will someone please explain how wizard fire effects are created?
My second question is a request for more information about the areas called "Gauth Grottoes," "Netherese Caverns" and the sites "Philock" and Oghrann," indicated on the Underdark map on page 124, southeast of the Sharnlands and southwest of the Buried Realms. Assistance, please!

I believe DDGttU, Underdark, and LEoF are the current set of references to Philock, the Netherese Caverns. There may also be a stray hint in Volo's Guide to the Sword Coast.
I like to think of them as caverns modified by Netherese refugees in which to form an underground city, a city which is now abandoned. All manner of legacies [creatures and items] might remain behind, plus whatever creepy crawlies have moved in since.
The name Philock doesn't show up until relatively recently [as I recall, it began in Underdark]. DDGttU does indeed refer to the Netherese Caverns... those are the same thing. There are references [very brief] in Lost Empires in the discussion of the western Netherese diaspora, and I think there was a little in Serpent Kingdoms about the history of Najara. The original DDGttU reference was derived from something obscure... VGttSC seems likely. As I recall, Eric was going to check up on this...
All that said, we know almost nothing about Philock, so that's an area for the DM to develop pretty much unhindered. Eric told me that he had a subterranean version of those southwestern Native American cliff dwellings in mind when he wrote the DDGttU stuff. And added... "Of course, they had the magical legacies of Netheril at their disposal ..."

Oghrann references include most of the sources dealing with the Underdark in 2e and 3e. And Dwarves Deep.
For the Gauth Grottoes, Drizzt Do'Urden's Guide to the Underdark. And you already know about the tidbits in Underdark.
