Someone will correct me if I'm wrong but if you compare most of the sizes between 2e and 3e (miles and population sizes, etc ect) they were all decreased to match the shrunken map they came up with for 3e faerun, I assume the statue shrinkage might be a symptom of that.
Well, you know it was very cold that day in Waterdeep when they did the measurements on the statues.... 
Steven who prefers the 30-40 ft stature of them so they don't suddenly overpower all other buildings and make Waterdeep filled with way too many weird landmarks that dominate the skyline beyond all else
PS: I may be alone in this, but I'm of the mind that the damnable Walking Statues should have remained hidden away in the Astral or wherever Ahghairon stuck them for safekeeping, as they're absolutely a "Break Glass in Case of Kaiju Attack" sort of thing...even if I do understand they popped out due to Spellplague et al...
Whoever had the idea of the Walking Statues showing up everywhere was likely the same person who thought "this city literally exists because of its harbor -- so let's let a good chunk of that become a shanty town that does nothing aside from make less room for the trade the city is dependent on." |

Yeah, that was a stupid development. I prefer my Waterdeep capitalist enough that they'll clear crap out of the harbor so that money keeps rolling in instead of worrying about the dregs having a shack that they can go build on the outskirts of the city. If you want to have a town full of homeless building shacks, there's plenty of other cities to do that in. |
