In the PGtF, some psi organisations are detailed, one of them is the College of the Eclipse, I want to know if this organisation was created for this appendix or existed in the past (2e sources..)

Hmmm... I don't recall any specific information about the College in any of the 2e sourcebooks dealing with Tethyr or Riatavin in particular.

And I do believe Rich Baker said something late last year about most of the psionic organisations in the PGtF being entirely new concepts for the Realmslore.
