i was wondering about the calimport pashas and how they act

Mod Edit: I saw this scroll sitting in the "Unmoderated Posts" section of the library, so I thought I would direct it to a more appropriate shelf

Well, if you've still got questions after perusing the Sage's references, feel free to ask here or in my discussion group.

The short answer to your question is applicable to how Waterdeep's nobles or Sembia's traders or even the sea elves of Myth Nantar act: They act in accord to their audience, what they want, and the circumstances of the deal on the table.

The 2e Calimport accessory will provide you with some lore on the Pashas. 'Tis available as a free download over at WotC:- http://www.wizards.com/default.asp?x=dnd/dnd/downloads

Additionally, the Empires of the Shining Sea boxed set provides more details on the dynamics of the government system of both Calimport and Calimshan. And Steven Schend has discussed several points about the pashas here at Candlekeep. His replies are compiled into convenient files on the mainsite.
