I found references to Diloontier's Apothecary in several products about Waterdeep but I cannot find detailed informations about Diloontier.
Is there a sourcebook, or a novel, or a game where he is described?

See the novel "Dream Spheres" by Elaine Cunningham and the 'Rogues Gallery' article in Dragon #259.

I think his shop is visited in The novel Thornhold? But I don't remember many details were shared about it.
