I'm not sure I'm even spelling that right; it might be Itharia Redstave.
She is listed as part of Lord Manshoon's allies...and is listed as a Wizard level 9 as well.
Does anyone have any other information about this character? |

I wouldn't say that. It all depends on how you DM it. I DM my sessions in a way that mixes the writing styles and world dynamics of Marvel Comics and shonen Japanese anime. Crazy events occur but not all the time everywhere, they're short-lived, and it's all one huge system of checks and balances. I still have my bartenders as 2nd or 3rd-level commoners. Yeah, let someone run loose at 10th-level and take out a small hamlet or even a whole village. That's why you have heroes coming in and wiping the floor with such behavior. Heck, it's exactly why Talosan priests don't last very long.
Elminster said it best in the 3E FRCS. Sure, he can go in and smite Szass Tam all up and down the Thayan Plateau. But Szass can easily, and suddenly do the same, to Elminster. But neither would gain any benefits from it.
Level 9 is still impressive. You can turn people into toads and blast foes away with fireballs. Heck, you can make yourself immune to spells of levels 1st, 2nd, and 3rd. Again, it's how a DM presents it. I think DMs look at the numbers too much and let it rule their games. Not I. |

Yes, level 9 was...once upon a time...a fearful level of power in Advanced Dungeons and Dragons. I was recently reminded by Ernie Gygax that things went downhill when newer editions of the game came out. I don't think he meant got worse as far as fun...but the mechanics took over and the game became more about numbers and less about imagination...though that is my view on his words to me.
Even Manshoon was once a much lower level baddie in the game...though I don't think it was his level that made him fell and powerful; but the imagination of his creator and the traits given him outside of game mechanics. |

And she is working to frame the hillsfar garrison for a series of murders. Sounds like she has been a bit naughty (probably performing or ordering said murders) |

That name sounds very familiar.
Check Volo's Guide to the Dalelands or the 2E Dalelands supplement book. I am pretty sure she is in Scardale, in command of the Zhentarim Garrison posted there after the war with Lashan. I used her as an NPC during an adventure my players had in Scardale concerning a vengeance plot on the Monks of the Long Death cult cell stationed there.
EDIT: She is in the 2E Dalelands supplement, page 41 and is, indeed, the commander of the Zhentarim Garrison station in Scardale |
