In my game, the party wants to organize a civilian militia in Waterdeep's South ward to protect the merchants and citizens living there. How would this move would be seen by the Lords, the nobles and the churches of Tyr, Siamorphe, Selūne and Ilmater?

I suppose that the nobles and the more lawful churches like Tyr and Siamorphe would be against it since its one of the nobility's privilege to have personal armies and also because it would encourage vigilantism...

As for the Lords, keeper of public order, they would probably be against it but if the move was made because of too much corruption in the watch and a series of violent attacks on caravans, would they approve it?

What would be the reaction of these groups if the civilians disobeyed and organized it without the Lords' consent?
