I'd say the second one is more official. Not only does it trump the other in terms of when it was written, but according to the first one it states "in favour of the Common tongue of the west". At the time, they didn't develop multiple languages in Faerun. The Common tongue could've been anything.
The second one merely expands upon the first and I see no contradictions.  |

Untheric is often known as a second language, if only to understand ancient writing.
On an other hand, the 3EFRCS quotes the Chessentan as the official language of Chessenta. |
