I just finished reading Scream of Stone. Was anyone else surprised that Queen Zaranda of Tethyr allowed a Thayan Enclave in Velen? Given the known natures of the two rulers (I can not remember Lhaeo's name as Monarch) I find them allowing an enclave to be highly unlikely. Of course, its canon now, so who am I to dispute with the esteemed sages at WotC?

True, the enclaves probably aren't exactly the same everywhere. I still think their apparent popularity is a bit dodgy though.

I'm wondering how many Thayan Enclaves though are making deals like the one in Waterdeep, i.e. that even though its "Thayan soil" that they won't go against local laws even within the Enclave in the interest of commerce. Obviously some enclaves might be more or less inclined to be telling the truth, but in some cases they may be sincere, or the locals may be willing to turn a blind eye with such assurances.

In fact, some of the Enclaves, such as the one in Scardale, really aren't that bad (in fact the Scardale Enclave is one of the more neutral factions in that particular port).

They don't have to worry about breaking your rules if a Thayan Enclave is technically a part of Thay (not the host nation/state)...which they are. It's not just about Thayan morals (or the lack thereof), it's about ceding a little piece of territory over to Thay, which I don't think is something most rulers--no matter how forward-thinking--would be willing to do, unless trade is in terrible, terrible condition and there are no other options.

And, unfortunately, Thayan Enclaves are good for the local economy. As long as they don't break any rules, then I can't see why a forward thinking monarch wouldn't have one in his kingdom. In fact, if they double as embassies then it makes perfect sense to have them.

If you think of it in RW terms, Thayan Enclaves are part of of a rising mercantile class in Thay (at least, on the surface). Technically, the Zulkirs are the evil wizards, whilst the Tharchions are the rulers (even though they are usually the same people). In the RW, you don't deny affluent merchants from doing business with your people just because you don't agree with the politics of their homeland.

Now, from a purely 'metagaming' point of view, you and I both know they are evil, but in political climate of the Realms, you have to accept things at face value sometimes.

BTW, I agree there shouldn't be one there - I am just trying to figure out a logical reason fror its existance.

Should I bite my tongue about that novel? Yes, maybe I should. Suffice it to say, I am surprised by that myself...and I'm surprised at how popular Thavan Enclaves are in general, considering that an enclave is technically Thayan territory.

Just because something is "canon" doesn't mean we have to accept it.

To tell you the truth, it threw me also and I shook my head when I read it cause I don't see Lhaeo and Zaranda allowing it.
