Dumb question, but still must be asked for dumb reasons.

When creating new characters with level adjustment issues, do handicaps or lack of abilities affect the level adjustment?

Examples I can think of at the moment:

- Creating a character that is born with a deformed arm which would mean that the character can't do almost any action that requires two hands/arms, can't us certain items, etc.

- Creating a pixie that for some reason lacks some of its special qualities and spell-like abilities along with considerably lower ability bonuses.

- A generic orc that survives a battle and winds up deaf in one ear and blind on both eyes.

I don't believe there are rules for that sort of thing, but your examples sounds reasonable, if you are comfortable with that sort of thing.

See also the "weak" races in the PGtF.
