He became a lich during or just prior to the process that allowed him to ascend to godhood. One thing to note is that he is stated to have the alias of Mellifleur. Mellifleur was the god of liches (specifically liches). Mellifleur had attained his own godhood during an arcane accident while transforming himself into a lich in which he tapped into the divine energy of Bane and stole some of Bane's power. Mellifleur had constantly been on the run from Bane, for Bane sought to recover his power.
This next part is purely speculation, and its in NO means meant to be construed as canon. I believe that when Bane was destroyed during the ToT, Mellifleur may not have been able to re-ascend to the heavens. Velsharoon then re-discovered the phylactery that Mellifleur had used in his original ascension. Velsharoon also knew how to find the ritual that had been performed because he knew someone who had known Mellifleur in life. You see, Velsharoon was one of the original red wizards, from before there WAS a country of Thay. He had worked with Ythazz Buvarr (the lich who led the uprising in Delhumide which eventually led to the formation of Thay, and one of the original Zulkirs of Thay..... who now rests in demi-lich form in the tombs beneath the city of Bezantur).
My belief is that Ythazz had been part of the original uprising in Mulhorand in -1087 DR by the Theurgist Adept Thayd (put to death -1081). That uprising had been about the god-kings controlling the studies of the wizards of the Mulhorandi Empire. Thayd was killed, but I believe Ythazz was one of the few surviving conspirators who fled. A few years later the Orcgate opened, which threw Mulhorand into yet another conflict (whether Ythazz had something to do with the Orcgate opening.... I leave to conjecture). After the Orcgate wars, the country of Narfell forms with its foul wizards. Its my belief that Ythazz Buvarr was amongst the Narfellians. Despite being a lich, Ythazz was not a master of necromancy, so he never understood the accident that occurred to Mellifleur. However, being a lich, he quickly understood that one of his former compatriots had suddenly ascended into godhood when he discovered that Mellifleur had become the Lord of Liches.
Ythazz, already having disdane for the gods because of his time with Thayd, was repulsed by this idea even further because formerly he had held Mellifleur the necromancer in contempt. It was not long after that Narfell and Raumathar mutually fell, which Thayd blamed on their reliance on the "semi-divine" lords of the Abyss. Ythazz "disappeared" for some time, eventually arising again to strike against the church of Mulhorand 2002 years after the death of Thayd with the help of his fellow "red wizards" (of which Velsharoon was one). Ythazz named the country Thay in honor of the long dead "hero" of old and declared that they would not be led by the gods, but by the art of man.
Of course, not all the red wizards who had served beside Ythazz like the Zulkirs as a governing council idea that Ythazz put forth. Velsharoon was one such individual, and he was eventually forced to leave Thay as a consequence of rising up against his fellow red wizards. However, Velsharoon was by no means defeated, and he remembered the story Ythazz had told him of Mellifleur.... a story that led him on a 400 year search for the lich lord's phylactery, stealing the bodies of younger hosts as he saw fit so that he would not be forced to turn to undeath himself before he was ready. For why worry about ruling as a lord of men, when one could become a god?
Unfortunately, Velsharoon was not prepared for the price that it would cost him to attain his godhood.....

His transformation into a lich most likely occured just before his ascension, and immediately after he completed the ritual laid down by Talos. P&P again makes this clear as it stated that the ritual first granted Velsharoon the secrets of lichdom and then allowed his ascension into godhood via the sponsorship of Talos.

It was after the year of whatever Halls of the High King is set, since he was still listed as a mortal lich in that module. So it was sometime before Alicia became Queen since Tristan, her father, was still the ruler in that module.

Not sure if that helps. :)

I'd look it up but... my books are many hundreds of miles away right now. :)
