Has any seen Racial progression Levels for a Shades?

and is the FRC still the definitive source for them?

Dragon #322, has a 3.5 level by level progression for a Shade. It is LA +4. This is the most recent information for Shades that I know of.

For a monster class, yes. Racial classes are always 20 levels.

Yes, the PGtF WE contains the most recent rules details. Those haven't changed much, IIRC, so you can still use the racial writeup in Races of Faerun. A monster class is a bit different --- you'll have to do it yourself, and use the old Savage Progressions articles on the D&D website. Alternatively, use the new wrinkle of a racial class in Complete Psionic.
