So, my players went to see V for Vendetta, and came back clamouring for a new campaign. Essentially, they want to transplant V into the Realms, with one of them taking the role of V, and the others being other freedom fighters/anarchists that he recruits.

My problem is where to set it. I'm still in the earlier planning stages, and wanted some advice. I'm looking for a fairly sizable city ruled by a tyranny that's capable of holding someone and torturing them for years (where the V character comes from). Preferably a tyrany that's been around for a few decades, to give V his 10-20 years of already existing.

I've glanced over the FR map, and come up with a list. I wanted to know if I've missed any, or if anyone has other thoughts. Timeframe is somewhere in the late 1360's DR.

So:
(the obvious choice) Zhentil Keep
(the only slightly less obvious choice) Hillsfar
Mintar
Kzelter (too small)
Luthcheq
I'm ignoring Unther and Thay since those are nations and the scope's too big
(the maybe's) Luskan and Westgate

What do you all think?

The reason I don't want to run it in Thay or Unther is not that they're not tyrranies (they certainly are), but that I want a smaller scale to the campaign. I really only want one city. For V to work in Thay or Unther, he'd have to keep moving from one city to the next, which is more complication than I as a DM want.

Calimport is an idea I hadn't thought of though. [chuckle] Then V would *really* have his work cut out for him. I'll need to think about that. Luthcheq is also a possibility (V is likely to be a mage/thief, though the player hasn't quite decided yet), though I'd have to come up with a bunch of information since there isn't too much information on the city.

And, as I've never read the comic, I'm going to be basing the campaign on the movie. Exactly how closely, I'm not sure. One of the players has expressed interest in playing a 2e kit conversion of the Explosives Specialist PrC from the Ultimate Prestige Classes Vol 1, so fireworks seem to be in the future. Evey will likely be a PC, or at least a PC will be based on Evey. Not sure about the other two PC's.

Why not Thay? It is time the tyranny and oppression, slavery of the citizenry and slaves imposed by the Red Wizards and Tharchions be overthrown. A mass scale revolution to topple the tyrants of Thay.

hmmm. I kinda like Luthcheq, especially if the V-type leader is an arcane user. The people that they have killed or sacrificed to Entropy could be the basis of the concentration camps/mass killings.

I would say Calimshan... It is an area with plenty evil rulers, chaotic cities and also a huge city to set the campaign in (Calimport). How close are the plot to follow the movie? Just as a inspiration or are you going to adopt more ideas from the movie to the Realms?

If that's the case... then George's suggestion above, regarding Unther before the fall of Gilgeam, might be a more appropriate choice.

The overall worship of the Master of Wars himself and the relative power and control he had over the country and its people could reflect the autocratic power of Fate in V for Vendetta (in this Realmsian interpretation... Gilgeam) -- with the Cult of Gilgeam taking the place as Norsefire and acting as the Voice of Fate (pronouncements from Gilgeam).

Despite what my players might sometimes think, I do still root for happy endings. So yes, V will have a chance to actually change things. He's going to really have to work for it, though.

As for the Zhentarim, I'm a little leery of using them. There are several cities that they've occupied (Llokh, Iriaebor under Cutter, and Kzelter, for example), but that'd be too easy. There's a clear occupier/occupied feel, and it'd be relatively easy to gather local support. I'm looking for something that's been around long enough for the people to have more or less accepted it.

I don't think I'll use Zhentil Keep. I don't mind changing the Realms, but that place is just too connected. Mulmaster or Hillsfar, though, are strong contenders.

A few thoughts...

- Norsefire could equal the Zhentarim
- NPC Evey could be a character fleeing the oppressive Zhentish regime
- Norsefire/Zhentarim maintain control of the local news in the city, enforce their brutal regime through a Bane-devoted secret police and have areas of the city cordoned off as "concentration camps" for racial, political, and religious minorities.
- Find the equivalent of Guy Fawkes in the Realms
- Follow the graphic novel rather than the film

As for city possibilities... you need something that conveys an alternate UK-styled realm under the control of a fascist political party -- a single-party state. Any Zhentish control territory would be right for this... but remember exactly what V does and what he's attempting to do -- conduct an elaborate and violent campaign to bring down the government. If you intend to follow this course... you're going to have to consider whether your Realmsian V will lead to actual changes in your Realms. For example, if you run it in Zhentil Keep... are you aiming to destablise and potentially end Zhentish control there? Or will your Realmsian V ultimately fail?
