You can use anything in the System Reference Document for D&D based novels unless WOTC has given you permission to use other info that is not in the SRD. If it's not in that document then DON'T USE it or WOTC will contact you. :) As for elves and dark skinned elves well they have existed for centuries going back to norse myths so you should be free about that.
FYI: I am not a lawyer either so I could be wrong but I'm pretty sure on the SRD bit. |
