Can Psionics be used to craft a Permant Gate or Portal?
If so how?
Hmm looks like only a Psion Nomad could as the FRC says only some one who can cast gate or Teleportation circle (and the create Portal feat)can create a Portal and the Nomad seems to be the only one who can meet the requirements |

The rules may not support it, but I don't see a reason why you couldn't create house rules to allow it...
An idea I tinkered with a long time ago (but never actually did anything with) was for a psionic spelljamming helm... |

As I recall, there are no psionic abilities, powers, or feats that allow the crafting of a portal or gate. Portals and gates are intrinsically arcane in origin. There are however specialised mental abilities and skills that allow a psionic-based PC to control and manipulate a portal.
These are not covered in the XPsiHB though. They are purely third-party based.
That is, aside from the option you've already detailed.
