Hello, looking for more information on High Dale (circa 3rd edition). Volo's Guide [2e] mentions this high-level mage twice, but I cannot find any more information about him online. His residence does not appear on any maps of High Dale. Who is he and what is function?

Yandrin Thorl has more information on him in 2e than you think. Check page 228 of Volo's Guide to the Dalelands for a profile of him and the location of his tower.
