From various sources (Legacy of the Shard, Sword Coast Legends) it seems the Brotherhood are back and so are the five high captains. Anyone know any details on the post-Sundering Luskan? Is it pretty much back to business as usual?

Luskan was still in a state of disrepair and the High Captains never really left. It's not explicitly stated but more open conflict between the ships (allowed because suddenly the Arcane Brotherhood wasn't keeping the peace between them any more) and the general Spellplague chaos seemed to be the cause. Villages in Luskan territory were victimised by those within the city walls and one of the 4e Realms books talked about demon worshipers and monsters rubbing shoulders with your run-of-the-mill murderers.
Then Jarlaxle came back. He wanted to make Luskan a surface-world trading outpost, funnelling Under dark goods into surface markets and bringing surface goods into Menzoberranzan. He installed one of his lieutenants into Ship Kurth who went on to become High Captain Kurth and intimidated the other High Captains into falling in line with threats of drow assassins. A semblance of order returned and the pirates began setting sail to other Sword Coast trading ports (at least down as far as Calimshan) rather than fighting with each other.
The Arcane Brotherhood is a different story. They were reduced to a few members after the loss of the Host Tower but they still had one wizard gathering magic in each northern city (probably as far east as Silverymoon and as far south as Baldur's Gate, if not further) eventually they gained the power and influence to join the fight against the Cult of the Dragon in Rise of Tiamat.
Of course I'm away from my books right now so there's probably a small mistake or something I'm forgetting.
