I stumbled upon this the other day but thought I had read, that time travel was impossible. Any one here who can elaborate on the matter?

The 2E Chronomancer supplement answers these questions well enough. Unfortunately, it's sort of a standalone product, and while it is fully consistent with canonical Realmslore, Planescape, Greyhawk, etc, it isn't referenced (outside of a few circumlocutive hints) in any other canon products.

The 2E Arcane Ages material presents a special Time Travel spell, along with mentions of other methods of time travel. Also, it has been well established that countless portals are scattered across the Realms, most of which transport one across space or even to other worlds, but a few of which also/instead move travellers across time.

Summary of Chronomancer rules for the Realms: people can travel to the past, they can affect or change the past. But somehow the "river of time" always conspires to flow unobstructed ... if you attempt to change history in significant ways then you'll fail, perhaps that evil king cannot be assassinated regardless of what you do, perhaps Karsus is murdered but some other arcanist steps into his historical blunder, perhaps you save Mystra only to see her fall to Shar's next attack. Even if you do somehow manage to change Important Things, you'll likely find your work undone by one of the "Guardians" of Realmslore (Mystra's Chosen, Oghma, Amaunator, etc).

I'd consider it to be extremely rare, and not something you'd learn in some academy. Not only is it a 9th level spell, which isn't exactly common, it's also something highly specialized and thus of limited utility.

I'd have it be one of those things where only a few dozen mages across the wide Realms even know it, and few of them are willing to share it. Those that would share it would likely only share with trusted colleagues (as in, known for decades) who are in similar fields of study. And obviously, it might be in some moldering spellbook owned by a long dead and forgotten mage.

Larloch, the Simbul, and the Srinshee would likely know it, or at least know of it, but I don't readily see any reason they'd use or share it.

Ok... So I would have no problem implementing this spell into my game... Cool.

Now who would know this spell? Lady's Academy Silverymoon? Order of Watchers and Magistrates, Waterdeep? Larloch, Simbul or the Srinshee?

Some of those time portals, though, follow a different set of rules for time travel than the ones laid out in the Netheril boxed set...

Labelas Enoreth also protects the timestream, and has clergy who guard some of the known time portals (see his entry in Demihuman Deities for more information).

It's completely official. Time Portals have existed in the Realms for thousands of years (see the Netheril boxed set). It's just that they are incredibly hard to get to and Mystra's has layed down several laws where time travel is concerned (people can't change history, for instance).
