We see folks like monks who worship a god or goddess and not really gain any powers from it, and you see various lay folks who do such and get none either. Then you see various clerics who can, and my question is, is it something that is given by the gods , or someone that has some sort of innate ability and the gods tap them .

Many clerics do gain their abilities through devotion and sacrifice and no doubt a lot of religious study but many are also chosen by their patron god to be a their priest , even if they are not especially willing. Erevis Cale is a good example of the latter type.

Trying to stay nice, look to the rules.

The Cleric, Wizard and Fighter select a career path, they spend years learning it.

The Cleric devotion and sacrifices to a deity is awarded divine ability.
The Wizard by hard study learns and improve the use of the arcane.
The Fighter trains his weapons and builds his body.

Then they all become thieves raiding tomes, raiding goblins, kobolds and so on.

Then of course the other core class is the Thief, he does not do much training however learns enough to hide and shadows and take advantage of others, learns some about sword, some about magic.

Every one that honors a deity might be blessed by them, clearly though a Cleric has more blessings.
