 Buying a house in Zhentil Keep???

My party has been running in ZK for the past few game sessions. Went there, went to the Vast and came back. Of course there is a gate fee to get into ZK and the guards check you for your papers all the time, as you run into patrols over and over in the streets. One of the players, oddly enough a CG character, thought this would be the greatest place in the world to buy a house. The reason being all the guard patrol security, he figured he could leave belongings there without fear of them being stolen and figured it would be the safest place in the realms to do so. This kind of floored me. His character is unaware of the 100gp price to leave the city if you are over the 10day of your rit. But besides that, can you buy land in ZK? Or is everything just owned by Fzoul? Does anyone else actually own land there, and if so, what kind of taxes do they have to pay and how much should land be sold for. At this time, beginning of spring 1373 ZK is being rebuilt from ruins and badly in need of money, so it would seem that they might be interested in sellng some land. The characters have also reciently found an ancient temple of Bane in the Flooded Forrest Swamp, after looting it, reported it to some priests of Bane who ended up being very please about that. As you would clearly think that'll be a nice promotion for one of them, returning old temples of Bane is a big plus to the higher ups in the organization. I say all that to say, the PCs are now on the radar of some of the higher ups in the faith of Bane, so it wouldn't seem out of line for even something like a land grant to be given to them inside the Keep. But, I'd like a bit more info to go on. I didn't see anything at all on this in the FR books. I know the DMG has some stuff, but it is pretty generic. So any prices, does this happen, and who owns the land? All help will be greatly appreciated. Also, what must be done to avoid the 100gp tax put on commonders to leave the city. Obviously they don't charge that to merchants in the black network, priest of bane, or members of the Zhent army, who else might not be charged?

Well, I'd say the Ruins of Zhentil Keep 2e boxed set is a must have if your players are looking to set up camp in town. I've just looked through it and I didn't see anything specifically about buying land there, but it does talk about taxes and the like (p. 57) in reference to Zhentil Keep circa 1357, before the destruction of the mainland portion of town. It wouldn't be too hard to adjust the information to meet the needs of the current city. Also, on the map it appears that several of the residents own their own houses, so the concept of true home ownership must have existed in some form or another at least at one time.

I'd imagine that land in the Keep is owned the same way as it is in other cities... There's city property, like roads and civic buildings. There's stuff like shops and warehouses owned by merchants and merchant concerns. Temples belong to their churches, and most everything else would be privately owned.

Property that lacks owners -- perhaps a home owned by people seized by authorities -- would likely revert back to the city, and then be available for sale.

If you're in the rebuilding stage, I'd assume that civic leaders would basically lay claim to all the ruins, and that any surviving property owners would have to prove their claim. Wealthy folks would get first claim on everything, and it's likely that a lot of new buildings will be rental property, owned by this lord or that merchant, rather than owned by commoners.

At least, that's my take on it.
