Who would be the stronger warriors between the barbarian tribes of Icewind Dale and the berserker warriors of Rasheman?

Hmmmm, Id go with the Uthgart barbs are more hardy from living is such a harsh enviornment, and the Rashimi barbs are more formadible in combat (hard to beat the support of the witchy-poos and fire wine).

is right. imagine a descussion on the best swordsmen: waterhavian or calishite.
it always comes down to individual training (feats, prestige classes and so on)

the best is the enemy
of the good.

Likewise, the Rashemi would be likely to have the support of the Witches of Rasheman.

However, I think the Forgotten Realms FAQ has the best answer to this sort of would one fictional person (or tribe) be stronger than another fictional person (or tribe) question.

The answer depends on who's writting the story. :-)

However, the Rashemi probably outnumbers the barbarians of Icewind Dale by quite a bit, so...

The best fighter? It is impossible to answer such a question based on two cultures.

That would depend on what your definition of strength is. The barbarians of the frozen IWD live in more hostile environs where food is scarce. Although not many warriors of the IWDs are as mighty as Wulfgar son of Beornegar, they are probably more acustomed to climatic hardships. I'm not as familiar with the Rashemi lands and its warriors I am afraid.
