Is there some special way to move a topic from one thread to another, or from one forum to another? Is that something only an admin-type person can do? Does one just start a new thread of the same name in the destination forum and say in the message that the thread has ben from forum "X".

Only moderators can move threads from one forum category to another. There isnt a way to move individual posts between threads.

If you wish to post a new thread, check using the Search function whether this has already been created before you do so as it prevents any confusion and topic-splitting.
