wanting to make a really good Human Tank(Fighter) for 4th Edtiton dnd any help would be great

The thread should probably be moved to the generic D&D section. But since I consider myself one of the few resident 4E gurus here, I'll help where I can.

Humans offer a wealth of versatility and because of that, I'd suggest sticking with the extra at-will over heroic effort racial feature. Either one is nice but I prefer more options rather than a blanket 1/encounter buff.

Fighter is probably the most detailed class with the most options, so its hard to track down the BEST tanking build. Were I you, I'd stick with one-handed weapon talent and use a shield. As for the weapon, there's a lot to be said for flails if you got good dex and find a way to make you at-will melee attack slide targets (thus, with a feat you instead knock them prone). Longswords are good for decent damage (d8) plus good prof. (+3) bonus and they're heavy blades which helps in the magical item department. Stick with combat superiority over combat agility and make sure you have at least a Wisdom of 12.

For powers, this is where it gets tricky. I like Tide of Iron, Weapon Master's Strike, and Cleave for at-wills. It gives you a little bit of everything from pushing your opponent, hitting multiple opponents, and versatility with any one-hand weapon you pick up.
For encounter, burst 1 powers help maintain your "stickiness" and avoid anything that doesn't do at least 1(W) damage as they're pretty useless. For dailies, I really like Villian's Menace, which lasts the whole and is awesome against single opponents.

For feats, it's hard to tell. There are a lot of feats that enhance your Fighting capability OR feats that are just RP fun. It depends on how Char_Op your group likes to play. Getting Plate mail prof. should be high on your priority list as is making your Combat Superiority feature stronger. Seeing as you get 2 feats at 1st level, definitly chooise one of the weapon expertise feats, preferably one with the weapon you intend to use the majority of the time OR the Man at Arms feat, which applies to all weapons you wield.

We do have some very rules-savvy folks here who can undoubtedly assist you, but these forums are more devoted to discussing the lore of the Forgotten Realms campaign setting. For questions such as this one, I believe that there is a Character Optimization section on the WotC boards where some very rule-savvy folks spend a lot of time discussing things like this. You may get a faster or more in-depth response from the folks there.
