On p. 21 do you know what means : Draw a circle to increase caster level (under the spellcraft entry).

IIRC, the table is a type-setting error

It is supposed to say something to the effect of;

Draw a circle to increase caster level of an area spell
DC 20 + (5 x increase)

As in, you draw a magic circle on the ground ahead of time, to increase the caster level of a spell that targets an area.

I believe Unapproachable East expands upon Circle Magic.
