I'm curious to know what the winters are like in Sembia and surrounding lands?

I would hazard that it is similiar to Cormyr and to the Dalelands. I know that this was all detailed in Elminster's Ecology, but I don't have that info with me at the momment.

I would guess that it is very temperate. Perhaps with a bit more snow with the moisture from the Sea of Fallen Stars.
