Another issue with (Limited) Wish. Does the use of an item that grants wish (Rings of Wishes, Luck Blade) age the recipient? The reason I am asking is because DM Option: HL Camp. has a section on the loss of years for every race and normally halflings and dwarves would never able to cast these spells. I don't this is clarified very well.

Some of the ability drains have a reason: avoiding over abuse. Especially for those DMs/Players that don’t work with the material components of spells. Without restrictions, magic-users can become very powerful at middle to higher levels. Imagine a wizard who casts a wish spell every other day, just because he can do it without limit. This would have a totally unbalancing effect on the game.

Saying this, not all restrictions do seem to make good sense. Some of the great wizards who have created magical items would have no Con score anymore, unless they’ve gone to great effort in recovering the lost attribute points. A fact becoming more difficult as the wizards ages, he loses constitution points at the same time… Some other restriction would more likely make better sense. In case of the Haste spell, there is a risk in using magic and having magic work on you. The scores for the System Shock are not that bad and the spontaneous aging does have an effect on one’s body, especially if used very often.

Are you sure it is in The Complete Wizard's Handbook? I own it and have just had a look through it and could not find anything. The most obvious place for it to be would be the Spell Commentary but the only 8th level commented there was sink.

There was a rule change (in the Complete Wizards'Handbook I think), that said that Con drain didn't happen with the Permanency spell, if the spell-effect that was made permanent, was one of a certain list printed with the change.

If it's neccessary, I could check my 2nd Ed. books.
