I seem to recall that " war wizards" were first presented as simply magic users of fifth level or higher who lived in Cormyr and had submitted to a period ( or was it a pledge) of service to the king.
That would suggest a lot fewer of them than some later stuff seems to include.

Can anyone provide more info about the early stuff? I only have one book from the Gray Box, sadly.

I believe you're thinking of the Council of Mages, which encompasses all legal practitioners of arcane magic in Cormyr.

The War Wizards is a "subset" dedicated more assertively to the defense of Cormyr and its interests; they accompany Purple Dragons, etc.
