Is there any feat around allowing you to use full str bonus with your off-hand or secondary attack??

It's not a bad feat for high Str dual wielders. Few feats allow extra damage, only Weapon Specialization feat chain comes to mind. Yeah Power Attack, but at the cost of accurate hits.

Really, it's not worth a feat. It is in Pathfinder because they get a feat every odd-level so people can be a little more free with Feat selection. But using it for v3.5, well there are a lot better feats to choose from that net your greater results or more versatility.

Because it is. Compatible, of course, doesn't necessarily mean balanced, but I've been able to use 3.0 material in my pathfinder games without undue hiccup.

Pathfinder is your friend for new 3.5 material. Take Double Slice which is a feat from their core book. Go to the PRD website for access to all their PRD feats

Well out of memeory, I KNOW it is in the complete fighters handbook, by mongoose publishing, but I think somewhere else as well, something more official.

Without knowing the edition you're using I'm assuming that it's 3.5e. Pathfinder (which CLAIMS to be compatible with 3.5e) has a feat called Double Slice: http://www.d20pfsrd.com/feats/combat-feats/double-slice-combat---final

You could show it to your DM and see if he's willing to allow it. That said, my understanding is that Paizo beefed up all PCs a bit in Pathfinder and as a result Pathfinder PCs are typically more powerful then 3.5e PCs. So I'm unsure if you're DM will allow this feat.
