I thought I might have seen offical rules on this at one point but cant seem to find them. Or does any one have house rules for these situations? How far and how much can you throw? Does the Attack Roll modify chucking your pet monkey across a river? Haw far can the ogre hurl the gnome rogue straight up in the air for "falling" damage?

No actual rules, although you might want to consider the effective ranges of thrown objects like clubs, pistols, and improvised weapons. Swords are sometimes thrown with dramatic effect, à la Hollywood, but this type of attack is overwhelmingly impractical in non-fantasy settings. A typical hardy adventuring human male loaded down with armor weighs about the same as a decent anvil, which is not the sort of thing typical adventuring human males are able to throw at targets over any great distances. Then again, giants and other creatures of exceptional physique regularly throw small boulders; a troll or ogre might easily heft and throw a prone human body into a mob from a few feet away. Strength and momentum (speed and mass) are the most obvious contributors to range, and Dexterity for accuracy (along with sufficient girth or grip to actually lift, hold, and throw a body-sized object) although skills in things like acrobatics and tumbling might be useful ... consider RL performers like figure skaters, dancers, martial artists, professional wrestlers, and circus folk.

I can't personally see this being an especially useful attack form, since it would basically require the thrower and throwee to both cooperatively spend their actions concentrating on a single attack with limited range. I'm assuming that a person who doesn't want to be thrown will not fly as far or as true. I'm also assuming that a person in flight can do little or nothing to change his vector; he might be easily impaled on a spearwall or bounced off a shield.

Agreed, aerodynamic geometries are important. Much depends on whether the kobold remains conscious, and how cooperative the kobold might choose to be in adjusting wind surfaces during flight. Some kobolds appear highly promising yet their wild windmilling and awkward flailing about proves disappointing for distance measures. 4E kobolds are generally inferior in this regard compared against their older-edition counterparts; their mass distribution is all wrong and they don't emit the same satisfying yelps upon takeoff and landing.

The 3.5 Races of Stone book has the feats "Fling Ally" and "Fling Enemy." Maybe that might be what you're looking for?

Don't forget the individual aerodynamics of each kobold being kicked.

Much of this depends on which edition you are using, and alot can be made up on the spot if you keep it as "real" as possible. Aragorn would never be able to toss Gimli across that 10 feet gap onto the walkway at Helmsdeep.
