When making a powerful racial character such as a minotaur or giant are the ranks placed in skills limited to 4 for a level one say barbarian, or HD + 3 ?

Aside from taking into account for starting racial HD, its always HD + 3 for class skills and HD + 3 divided by 2. So a level 1 Minotaur barbarian with the normal 6 monstrous HD could put 10 ranks into a barbarian class skill (6 monsrous HD + 1 lvl barbarian + 3)
