 How do wizards learn new spells in 4E?

Topic says it all. And I'm talking about spells, not rituals. I know they can get new spells from leveling up and from retraining, but can they still learn them from scrolls or other wizards?

I think they can since you can learn a lower level power if you wish with any character, so I think its the same for the wizard's spellbook (since that is their access to said powers in a way).

I allow my Wizards to learn more than what's allowed at each level if they make the required Spellcraft check. It's usually 10 + spell level for the DC. And they are only Daily and Utility spells that they can learn extra.

But this really doesn't mess with the mechanics because they can only prepare so many spell of varying levels. Also, IIRC, they can learn lower level spells in high level slots if they wish but I can't remember if this is a houserule or stated in the PHB.

But something that I like to do is convert older 3.5 spells and turn them into 4E spells/exploits/prayers/etc... It's fun.

There is a Feat (Expanded Spellbook) that allows you to have an extra Utility and Daily spell per level that you know in your Spellbook. Your choices are automatic upon selecting the feat.

No scrolls or other 'charged' items, AFAIK. I'm sure you could come up with a quick and dirty way to institute them without breaking the game, but 4e doesn't immediately lend itself to the idea. As for how spells are learned in the first place; much the same as before, I assume. You've still got a spellbook, and you could work on the basis that the new spells you gain and swap out as you level are aquired from other spellbooks, scrolls and research. That's really a fluff thing and thus entirely up to you.

Arcane Power probably talks about all this in detail, but I don't have it on hand.
