I'm trying to put together an untrained psion in a 3.5e realms game I'm running. I'd like him to be of the Elan race (he is supposed to be from another plane).

Is there any way for him to gain minimal psionic ability through feats, but without devoting class levels to it?

The wild talen feat says you gain power points and access to psionic feats, but is there a further feat that allows you to manifest?

That section's pretty explicit on that being good use, specifying that Wild Talent as written is for games where not everyone is psionic.

Yes, it's a nice feat. I give it to every character when I run Dark Sun in 3.5e. Since, after all, in 2e all PCs were wild talents at the very least. :)

Another option is just to have him use some of the psionic feats. It doesn't give quite the same feel, but something like Up the Walls or Speed of Thought can add flavour as well.

I am the DM and ... perfect! That's more or less what I was looking for.

If your DM allows it, take a look at Hidden Talent, on page 67 of the Expanded Psionics Handbook.
