One of my PCs is running a Dhampyr with this power:

Children of the Night (Su)
Vampires command the lesser creatures of the world and once per day can call forth 1d6+1 rat swarms, 1d4+1 bat swarms, or a pack of 3d6 wolves as a standard action. (If the base creature is not terrestrial, this power might summon other creatures of similar power.) These creatures arrive in 2d6 rounds and serve the vampire for up to 1 hour.

Can he command them to track a creature down and kill it when they find it? He send it after a creature who ran from a fight last night.

well they are summoned creatures, so I would look in the description under conjuration they go into a little detail about summoned creatures would be a great place to start. They arent exactly conjured from a far away plane but its not bad. I would also look at the handle animal skill, whatever specifics they have in there I would allow your player to use. Pretty much the design was, "hey here are some rats go attack your enemies with em" but this is far more creative.

He's looking more to understand the level of control he has over the animals. He sort of let them sniff the sword handle and sent them off. Can he split them up in a battle? Can he tell them to trip things?

According to the vampire entry in MM1, these creatures will obey for up to 1 hour. So yes, I guess he could use them to track someone, but for up to one hour.
